Is it worth upgrading Dell Optiplex GX 280 to Win 7?

My boss bought a business and along came 30 computers. 12 will be trashed as they are slower than cellphones, 8 will be upgraded to Win7 as they are relatively good and 10 are Dell Optiplex GX 280 Running 2.8 or 3.0 Pentium 4 and 2-4GB or RAM. These computers will not get heavy use, word, excel and maybe quickbooks. Assuming that their hardware is without problems, is it worth upgrading them to Win7, or should we just get a cheapo $300 desktop from dell? Money is an issue as always. I just want to see the opinions of the community.

I would settle for what I had (forget the OS upgrade) or spend the $300 to get newer hardware (at least a machine with more than 1 core).
