Is the "Windows-To-Go" feature of Windows 10 another option for Live OS booting?

I had a recent hard drive crash on me and my first instincts were to boot up a live version of Linux to see what's up, which I did. But I wonder if I could do the same with the "Windows-To-Go" feature in Windows 10 Pro. I have done some very brief reading on W-T-G and it looks like it's for OEMs and for creating customized environments.

Has anyone made a bootable flash or DVD version of W-T-G that could just be used to see what's up on messed up(non-booting or failing) Windows drives without affecting the problem drive too much?
