Minecraft Server Problem

  1. A few months ago I made a minecraft server and it worked perfectly. Today I tried to join with external ip and it didnt work but I could before.Is it something important? Is my server working? Is it the router's problem?
    I would appreciate any help as soon as possible

    Btw my ip is 46.12.115.127

    @ 13:50 PDT I can not ping that IP from Southern Calif.
