Mouse pointer shaking problem

When I turn on my laptop, mouse pointer/cursor start shaking and I can't do copy-past any file. I use windows 10 pro core i5 64bit. please help me, what can I do?

Does it shake on its own when the PC isn't connected to power too?

When pc connected to power then start shaking.
