MSI h110 pro vd and core i5 6400

That will be a no unless proven otherwise by other users, it will really fall back on the motherboard brand and cpu combo.
If msi directly greyed out some over clock settings your i5 6400 is not doable.
If you can increase the cpu ratio frequency rate in the advance over clock settings in uefi it'll do so.

I know you want that 6400 but bump it up to a 6500, exactly how much do you plan to spend ?
Even though both are slightly used however for both items you will be coming out of pocket 270.00.
