My laptop won't boot up

My Gateway model CX2720 laptop will not boot up all the way. It gets to the screen that displays "Microsoft windows XP" and has a horizontal rectangular box that dots are scrolling left to right in the box. It stays on that screen until you power the unit off. What should I do. It wont boot off a CD also. I can get to setup F2 and F10.

Can you see the HD and CD drives in the BIOS?
Have you changed the boot order to CD first?
Do you know the CD works?

The HD and CDROM/DVD show up in the BIOS. The CD is 1rst, removable 2cd, main hard dr 3rd, usb storage stick 3th, usb hard dr 5th, boot to lan 6th. The main tab shows the main SATA and the CDROM/DVD. I got a blue screen of death:

I get a start windows in normal mode or safe mode also.

You need to get the CD working so you can do a repair install.

I'm now able to boot from the CD. What do you recomend to do next?

I have a simple laptop so I used more time this so I am happy with this..
