My Pc is extremely slow even though it has good specs

Hello everyone, I have an issue with my pc. I have 8gb of ram ddr4 and a intel i5 and my pc has the speed of a donkey trying to clime a hill blind folded. When ever I also try to factory reset my pc it says something went wrong. The pc can barely even run csgo on it. Can I get some help on how I might be able to fix this?
