My PC is severely underperforming

Hi everyone hope your day is going well I am relatively new to pc and am having trouble with it I can barely get 100 fps on cs and struggle to play other games such as sea of thieves Forza 4 destiny 2 etc I was wondering if someone could try point me in the right direction on fixing this I ran a test on user benchmark and got awful feedback
User Benchmarks: Game 61%, Desk 59%, Work 45%
CPU: Intel Core i7-3770K - 60.7%
GPU: Nvidia GTX 980-Ti - 66.3%
SSD: Intel 520 Series 120GB - 64.8%
HDD: Seagate Barracuda 7200.14 1TB - 110.7%
RAM: Kingston HyperX DDR3 1866 C9 4x4GB - 46.6%
MBD: Gigabyte GA-Z77X-D3H
they are my specs

My issue is I keep getting major fps drops and spikes in games I should be hitting at least 150 to 200 fps on I'm honestly struggling to find out why its underperforming as I've searched everywhere I possibly could for a workaround

How do you that the system should be getting 150 to 200 fps? Did it used to reach those figures, or is this what other people are getting with the same/very similar hardware?
