My Windows Firewall does not open

My windowsfirewall have a problem when i click windows firewall in control panel it does not open and it said (windows firewall settings cannot be diplayed because the associated services is not running.Do you want to start Windows Firewall/Internet connection sharing (ICS) [Yes][No] and i click yes the firewall was does not open
