Network problems

For about 4 years my connection has been fine but 2-3 days ago my friend brought in his xbox360 and played live connecting to my router. When he was done and went to bring his xbox360 home my internet became so slow it takes about 1 minute to load a page... it went from 400kps outgoing to 60kps...His xbox hasnt been connected for 2 days and my connection is incredibly slow... Here's a couple things i tried:

Unplugging and re-plugging in my router. Shut it off for 3 hours. Refresh connection. Restart router through "Home" (router settings) restarting computer. Shutting computer off for the night. It just doesn't work like it used to be like before. I'd like to hear your opinions before i decide to call my ISP (tomorrow or the next day).

http://www.speedtest.net/ ---- Test your connection. unplug your router and connect your eithernet right into the computer and test again. Also it could be the internet provider. I have had times where it was their fault so you can call them and they can see if every thing is working right. Also if you have wireless be sure your neighbors are not using it.

i did speedtest 2 times.

2400kps Download, 64kps Upload.
before it used to be
2000 Download and 400 Upload.

Also how do i check if my neighbors are using my wireless...it requires a password to access it.(meaning only i know the password)
