Better choice is to

1. find the MAC address of the devices you what to have fixed addresses
2. then use the Address Reservation feature in your router to make the association MAC --> Specific IP

Normally, ONLY shared devices get fixed addresses, like a scanner, printer, or NAS storage device

This config puts YOUR router in charge of your local devices, and yet still allows mobile or laptops full access at any hotspot or other location.

Sorry, not so. The address reservation in the router holds the association of Mac --> Lan IP. That is sufficient to even support mapdrive.
