New computer; ping, lag and packet loss problems

Hi, I play a game called Tactical Ops (It's a game with low requirements like CS1.6). In my old computer I didn't have packet loss, ping or lag issues. Now I bought a new cpu and my ping it's going crazy. In 10 seconds change 4 ou 5 times. Now I'm playing with 200, 300, 400 ping. In my old computer I only had 30 ou 40 ping. I google it and didn't found anything to solve my problem. I didn't try other online games but I'm guessing I'll have the same problem.

My old computer :
- Pentium 4 1.3ghz
- Graphic Card (Onboard) 64mb
- Sound Card (Onboard)
- RAM 512 ddr
- XP Home Edition

New computer :
- Motherboard : M4A785TD-M EVO
- AMD Athlon II X4 2.6ghz
- Graphic Card - ATI HD 4670 1Gb DDR3
- Sound Card (Onboard)
- RAM 2GB
- XP Professional

I use cable by the way. I think I'm not having problems in other programs that use internet like mozilla or utorrent. They are working very well.
Btw, I don't know if it helps but my game is playing like 300% of speed in single player and if I go to options, game speed = 100%. If I reduce to 50% my game still works in 200% speed.

This might be caused by your cable modem or routers settings. Try resetting the router to its default Cable settings. Did you apply all the new motherboards drivers and install all the Windows Updates
