Newly built PC stops working after replacing RAM sticks

Before incident:
I just finshed building my computer. I installed windows 10 and my graphics card was perfect. The only issue I realized was that one of my RAM sticks wasnt detected. It should have read 16GB instead of 8. I made sure that I unplugged all the power cords. I pulled out the RAM stick and placed it in a different spot.

Problems that happened after bootup:
1) The monitor can no longer detect my conputer through the use of HDMI (I currently have no other way of connecting it)
2) My mouse no longer lights up when plugged into the powered computer, leading me to belive USB isnt working
3) The case's power button can turn on everything - all the individual components light up and run like its supposed to; but when I press it again to turn it off, it doesn't work
4) My graphics card starts off okay, but within several seconds upon boot the fans quit spinning, however, the graphics card continues running

I have tried:
1) Re-plugging all components
2) Re-arranging the RAM stick(s) in every possible way
3) Screaming at the computer
4) Rubbing a pencil eraser softly on plugs
5) Moving graphics card to different PCI slot
6) Pressing "MEM-OK" button
7) Properly arranging wires with zipties
8) Referring to my manual
9) Blowing air over everything
10) Crying in a corner

I tried attempting to clear my CMOS, but I am not sure I've done it correctly. I also do not know how to remove the motherboard battery.

Specs:
Graphics Card 》Geforce GTX 1070
Motherboard 》ASUS Z170-AR
Power Supply 》Corsair 650W Bronze
CPU 》Intel Core 7 (i7)
CPU Cooler 》Corsair H100vi 2 Liquid Cooling
Hard Drive 》Toshiba (1 TB)
SSD 》Toshiba (idk... enough for windows installation anyway)
RAM 》Ballistix 16 GB kit (2 sticks, 8 GB Each)

Check every step you take in your motherboard manual (every motherboard has quirks).

Remove non-essential components (DVDs, HDDs, mice, keyboards, etc). Remove both sticks of RAM. Start computer. Does beep code sound for 'bad ram'?

If it doesn't, then you need to troubleshoot for a more basic problem .... see http://www.computerhope.com/issues/ch000312.htm

If you did get a correct beep code, then try one stick of ram to get POST:
- RAM beep code continues and no POST, see http://www.computerhope.com/issues/ch000607.htm

If you did get POST, then add one component at a time until it fails - if/when it does fail the last component is suspect - test it on another system.

This is harder to do in a case. Consider a benchtop build...

This may help too:

Alright Im one step further. The RAM sticks are working, as the red light is no longer flashing. My graphics card has completely quit working except for the light. It is powered, but no response.

"So I don't get a beep sound but I do see the DRAM LED red light next to the DIMM sockets. Is that it, or what?"

With RAM out, it should have given RAM error code beeps (http://www.computerhope.com/beep.htm).

Since it didn't, you need to troubleshoot for a more basic problem .... see http://www.computerhope.com/issues/ch000312.htm

Maybe you have a geek friend who can come over and help some afternoon.

Maybe you need to do a benchtop build (like in the video).
