I have a ASRock Z170A-X1 mobo ,Intel i3 6100 and AMD R9 380. This was working flawlessly ! BUT I decided to upgrade to an i7 7700 and a Radeon RX 570 . After installation , no beep ,no display signal .SO I replaced the original CPU and GPU . Still no beep and no display signal . I removed the battery and powered up . Now I have 2 beeps no display .Which is where it sits at the moment ! I did test the battery still 3.27 volt .This is a win10,upgraded from win7 system .The bios is 2016,02,02 ! What next ?

Look at both cpu's underneath make sure the pins are not bent, samething goes for the mobo pins.
If either of them are bent slightly or too much, it will not boot up correctly.
Once you verify this respond back here and we will go the next spot to check.

Pins not bent .Additional info--I removed the i7 and reinstalled i3 without the fan-it did boot-but I turned it off right away--as I wanted to get the fan back on . Then nothing !

Make sure your motherboard is seated correctly inside the case.

Make sure the video card is not touching edge of motherboard.

Make sure the video card is not tightened on too tight on the case.

Make sure its not too lose where it will come out of the pci-e socket.
Make sure the heatsink fan is seated correctly.
