No bootable devices-strike F1 to retry boot F2 for setup utility

my hd supposedly went bad after a diagnostics test so i installed a new hd that dell sent me and still get this error..as if my cd-rom isn't working but the light is on and if i put a dell diagnostics cd in it it will run that..not sure what else to do here...i;ve downloaded Windows Server 2003 r2 from the website thinking maybe it's the cd and nothing..what am i missing??
