Non Reference has Less "RTX-ops?"

I was looking on the nvidia website looking at specs of the new cards when I noticed that reference designs have less of the "RTX-ops." Vs. The founders edition cards (E.g. 2080 ti has 78T on fe vs 76T on ref) Has anyone else noticed this?Screenshot_2018-09-23-21-21-00.png
 
The value of RTX-OPS is a measure of the FLOP-iness (is that a word?) of the GPU and it's based on things like the number of CUDA cores, Tensor cores, RT cores, etc multiplied by the boost clock and then jiggled about. The Founder's Edition has a higher boost clock than the reference board, hence why its RTX-OPS value is higher.
