Password Protect Files?

OK, so, does anyone know how to password protect files for Windows XP with a FAT32 Hard Drive? If not, any free and full programs? Thanks.
 
The methodology is to store protected files encrypted on the hd.
To open the file then requires an unencrypt and open.

Frequently, PGP is the technology used, and I very much prefer
FileAssurity OpenPGP as it integrates well with windows, adding an option
to the context menu FileAssurity OpenPGP-> {protect, unprotect, secure delete}

I find it useful for my XP laptop to ensure security from Identify Theft should my
laptop elect 'to go for a walk and not come home'. :(
