PC restarts 4-5 second into boot repeatedly

hi everyone, i really need some help.

My pc get 4-5 seconds into boot before it automatically restarts again and again with no display on the monitor.
it starts up normally with all lights on board and fans working and hard drives active. but its just in this endless look of boot and restart. i cant get into safe mode or anything.
ive inspected the board and graphics card for any burst or cracked capacitors but all looks fine. ive also removed the ram and put them back in different slots one at a time, but nothing.

mb, psu and case are all 1 year old

Does it begin to load windows and then reboot, or does it happen before?

It happens after power the pc up by 4-5 secs and nothing is shown on the monitor and it keeps restarting before even loading Windows

You have a hardware failure... I'd start by opening up the computer and see if you smell any burning or see any exploded capacitors near or around the CPU. Memory would be the first to suspect after you have done a visual inspection

Personally, I would expect PSU first, bad RAM doesn't cause power cycling.

Any hardware failure can cause restarts...
