Problem running hl1 mods

why can't i run hl 1 mods from the steam download from the orange box i bought? if i have to have the full hl 1 download where can i get it free along with full cs 1.5 and full tf classic. any input would be greatly appreciated.

You can't. You have to buy HL1 separately.
