Program windows are jumping around/flickering

I am having a problem with a few programs. When I open the program, it will flicker/jump/ between windowed mode and fullscreen mode. I cannot stop it except for ctrl+alt+del and stop the program. This just started last night. The only affected programs that I've discovered so far are IE, Chrome, and Windows Media Player. There may be more, but I haven't explored much to see. Please help, because I'm being forced to use a slower web browser and a sub-par media player.
