Inactive Random popup independent of any browser

So I get this 1/4 page popup showing up even when not on-line
I ran all the major malware detection programs in safe mode and they did not correct the issue. I ran HIJackthis in safemode and here is the log

any help would be appreciated!

But we don't 'screen' with HijackThis. If you would like us to check the system for malware, please follow the steps in the Preliminary Virus and Malware Removal thread HERE.

NOTE: Logs must be pasted in the replies. Attached logs will not be reviewed.

Please do not use any other cleaning programs or scans while I'm helping you, unless I direct you to. Do not use a Registry cleaner or make any changes in the Registry.

You mentoned running previous scans. If any of them are for our programs, I'd like new logs please.

Also, is there some reason you are doing this in Safe Mode? If you can get into Normal Mode, please use that for the scans. Also, give me some idea of what there popups are for.
