Receive calls in laptops that use SIM cards

Is it possible to receive calls in laptops that use SIM cards?

Is there software for this ?

I was thinking you could but I have no experience with this. One of my customers wanted to browse the Internet on the go so I recommend a laptop that has WWAN on it so he can insert a SIM card.

I gather you have this already and you have the SIM card already so I Googled your question and I found this:

Yes, you can make a call via laptop or PC using a SIM card, you will require a Dongle(Example: MTS, Huawei, TataPhoton etc) in which you can insert the SIM card and then connect it to your laptop. After connecting the Dongle you need to run the built-in dongle software.
