Recovery partition placed on a USB Stick "How to make it?"

I need to take a recovery partition from a Windows 7 computer and place it on a USB stick and have it bootable. I need to be able to plug it into a blank computer and have it do a recovery of the OS and everything associated with it to the blank computer. The computer has a new hard drive so no recovery partition on it. I already have another windows 7 computer I can get the recovery partition from and to make the USB bootable memory stick.
Is this even possible?
