Reinstall XP? Restore? Please help

Hi there, new to this forum. After a lot of browsing around I have yet to find anything discussing this issue. I have a Dell Inspiron 9300 laptop. Windows XP. Aside from having some trouble with the power supply I've been using I've had no issues until about a month ago. I started my computer like I would any other day only it loads what seems to be safe mode. I say this because it is not labeled safe mode however no drivers load. I purchased this computer from a friend and he does not have a system restore disc. I do have a copy of windows xp. Should I reboot or is there a simple fix that I am missing?

Click Start-->Run-->devmgmt.msc -> OK
If you see any of these signs >

(or similar) Then you need to update your drivers

Do note a clean install of Windows XP does not show any icons on the Desktop
Start > Run > rundll32.exe shell32.dll,Control_RunDLL desk.cpl,,0 -> OK
Click on "Customize Desktop" and select your icons

EDIT:

In case you are also missing the Start Menu as well(?)
Download this tool (obviously from a working computer) http://www.dougknox.com/xp/utils/XP_FixLogon.zip
Then restart to Safe Mode (by pressing F8 key before Windows starts to load)

• Note: You may also press Ctrl+Alt+Del and select File > Run > explorer.exe

Then run the extracted file XP_FixLogon, and then restart back to Normal Mode
