Slow URL-access, timeouts & gaming latency issue

So I left my computer on for a routine virus scan yesterday and when I logged into the Star Wars Online game today I noticed huge latency spikes dropping my latency from 100ish to 700/800 frequently.

When I tracert google.com my request always seems to timeout after the 7th hop.

Code:
C:\Dokumente und Einstellungen\Imposter>tracert google.com

Since my computer was online the whole time I didnt change any configuration since then.
Can anyone point me into the right direction?

Windows XP SP3
Provider:O2 Germany (Alice)
Modem: Siemens provided by my Provider
Router: NETGEAR WGR614v9 (but connection is wired)

Issue with your ISP? Call them and see if they are having any issues, if not, make sure nothing on your computer is using the network heavily (something like Pando Media Booster, it has been known to slow internet connections)

Torrent programs do the same thing, or can.

But otherwise, reset your modem/router, let them sit for 30-45 seconds and start them back up. See if the issue is resolved.

Try swapping ports in the router that your pc is connected to, try a different ethernet cable, try a different network card, and as ComputerGuy55 said, call your ISP & make sure they are not having issues. Hope this helps!
