SN78SH7 boot problem (ticking noise, auto restart)

My SN78SH7 shuttle has a strange boot problem. When I power it up, it will "tick" and flash the drive access light for about 30 seconds without going to POST. Then it will restart by itself and go into POST normally. I replaced the CMOS battery and tried older BIOS revs, but that didn't help.

If I power cycle or restart from Windows, I don't have this problem. It only seems to occur if the Shuttle has been off for a few hours or more.

Could be faulty Power Supply, or CD/DVD Drive or Hard Drive (or data cabling to them)
Try in that order of diagnostics
