Suggest a monitor

Hey guys, I need to buy a Full HD monitor but I seem to be unable to find one that meets my requirements.

All I need is an IPS display with 5 ms response time. And perhaps a glossy display but not too much.

Please help me out guys. I tried search soooo much but didn't find anything.

Okay, this is what I want:

1. 5 MS or less response time.
2. Matte finish (anti-glare) (too much sunlight in my room).
3. IPS or PLS panel. Will settle for others if there is no alternative.
4. 1920 × 1080. (I wouldn't mind more but I hear they are super costly).
5. 60 Hz or more refresh rate.

I cannot really tell the budget because I am from a country where monitors are cheap which I can see in the U.S. and other countries they are really costly. So just tell me the monitors.
