Target of Hacker?

I heard that next tuesday Microsoft will release new patches again. Everytime new bugs were released, the user who miss to get update the patches will be the main target of the hacker. Is this opinion right?

Hackers target anyone they can.
Does it matter anyway? Do you plan on skipping updates?
