@TheDreams and @Beads - I would bet that starchat's java interface hasn't been updated in years and therefore you get a security issue. IMO you shouldn't even have Java on your machine unless you absolutely have to use it for something (my bank does check scanning with Java for example).
Beads - can you screenshot your connect options for x-chat azure? I use that on 10.9.3 at home. If I don't notice (or someone else) anything immediately obvious then I will post what mine are (although maybe not tonight).

If yours looks like that and you aren't able to connect, what messages are you getting in the server frame of the chat window? For example mine says:

ok got it, and how do I open the firewall or router. I think the router is from Verizon and they told me they weren't blocking anything. Thanks for helping me.The java chat is not the 'regular' way, its just for people that didn't want to install a real IRC client.
Your screenshots look good, everything as far as I can see is proper. It has to be a software firewall or your router blocking that port. You will want 6667-6669 open at least.
