Text Free App Numbers

Is anyone familiar with text free apps, and possibly tracing numbers that such apps have provided a person with? My friend has been harassed for the last 6 months from someone she believes is using a free text app number.

I'm sorry to hear that your friend is being harassed.

Persistent bullying and other kinds of harassment may be criminal. If there is any indication that it might cross state lines, it may be a matter which the FBI can help. Over the decades, I have been helped by several polite thoughtful folks in my local field office.
