If you have or can get hold of a boot disk (Hiren's, UBCD, any live Linux distro or even a Windows install disk) you could try booting from it, to check whether it's a hardware failure (HDD could have failed or got disconnected) - assuming it's set up to boot from CD/DVD. Is it definitely F2 for setup? Some Satellites require holding Esc on start, then F1 when you get the Toshiba screen.
