Tracert question

Hello, My friend plays runescape and he gets alot of stutter i've tried everything i know. I had him run a tracert to www.runescape.com and it had 24 hops and a couple hops before the end of it it said request timed out and he has 24 hops and it says 160-180ms and i ran it and had no time outs. Could this be his problem? Whats a normal amount of hops?

ok dont quote me on this as im no 100% certain but i believe the AVERAGE number of Hops is between 10-15 though closer to the 10-11 mark
