Turned off adaptive brightness but it still doesn't work

I just bought a new laptop, an HP with windows 10, and I noticed how when plugged into the charger, the screen is a lot brighter than when not plugged in, despite being at the maximum brightness. I disabled adaptive brightness and sensor monitoring services, but nothing works. It's really annoying and I really want it fixed. Please help!

There are TWO settings; one for battery and the other for AC power
