Start with Operating System, basic hardware, background on problem (when did it first appear, what were you doing just before that, how did it present itself, has it changed, what do you use to scan for malware, last run, results)
You said "if I want move something from my C: or E: drive's to there I have to ask permission!"
- "move something" - a file? a folder? if everything, list out what you have tried
- 'there' - where is 'there' - what is 'there'
- what is the wording of the permission request, is there a title on the pop-up, what is it
Also, do you have good backups of your data? If not, you might want to do that.
