Unable to follow 8 steps on infected PC

Hi. My friend's PC still has some problems.

Antipsywarebot is still listed in add/remove programs, Internet Explorer still goest to a blank page titled:

http://xtoff/

Also he cannot install any of the Windows updates after reinstalling Windows.

Any more help would be greatly appreciated.
