Unable to upload can download

I've never come across this and need a few more heads on this. All of a sudden this evening I am unable to upload to the internet. I've tried uploading to Facebook, gmail, and drop box all with a laptop, galaxy tab, HTC one phone, ( these three on wireless internet) and our hp desktop (hard wired). I can download from each program with all devices as well as browse internet and play YouTube videos. I've rebooted each device. Rebooted modem, router, as well as removed the router from the equation. I had my local isp (Wow! Internet) reboot their end twice. They say they have no problems in our area and it's not on their end.... Anyone ran across this or have any ideas?
