Unhide Hidden and OS Files Before Scanning?

Why is it necessary to unhide hidden and operating system files prior to scanning? Can hidden files really evade virus scanners?

No they can`t evade scanners, but when you`re required to manually delete files that are in the protected area, obviously you need to be able to access them. Also, if the protected os files are in operation, the files cannot be deleted period.
