Upgrade to Vista Ultimate or wait for windows 7?

That depends on a few things. What OS are you using now? Can your computer handle Vista (If you don't have it installed right now)? Can you take advantage of features in Vista Ultimate?
Most importantly: Are you satisfied with what you have right now?
I can vouch for Vista Ultimate, having owned it since February of 2007. It's a solid OS with a lot of features (most attractive to me were the networking features found in Vista Business). But most users don't need everything it has.
So, that said, I have two answers:
If you have XP, Vista Basic or something else:
If you can justify $150 for Vista Ultimate (Having paid $450 for mine, I certainly could), and your computer can handle it, then sure. The upgrade from Vista to 7 will likely be subsidized too, so you might wind up paying less for 7 when/if you decide to upgrade.
If you have Vista Home Premium
No. Wait for Windows 7.
