Upload speed higher than my download speed...

So, I've always kind of had this issue (not something really new). However, after testing my wife's PC to see if it were a router issue or something, I realized I'm in a bad spot. My speed test had my D/L at like .6 Mbps and my U/L at like 1.14. Both spiked during the test around 2.0. Comparing to my wife's PC when I did the test was 14.2Mbps D/L and 3.22 Mbps U/L. Her PC has the hard line into it, while mine is directly connected to the router. The provider goes through her PC, etc.

Is there some tests I could do to find out if it's 1.) My PC 2.) My Router or 3.) Just some settings.

Interesting thing, I refreshed my net and restarted my PC, and it was peaking at 322.5KBps, but now it's back down to like 10-20KBps (at least when d/l from steam).
