USB drive formatted on Mac isn't getting recognized on Windows 7

Why USB drive formatted on OS X El Capitan FAT format isn't getting recognized on Windows 7. I tried with EXFAT but no luck. Before El Capitan I used to access my FAT USB without any issues on Mac & PC. what changed now?
 
Hi there, I will try to help you...please use this trick:
  1. Insert the USB drive and open up Disk Utility.
  2. Click on the actual drive name, not the partition/s.
  3. Click Erase.
    1. Select whatever you want the name to be in the name field.
    2. Select MS-DOS (FAT) or ExFAT depending on the Win file system you want.
    3. Select Master Boot Record for the scheme.
  4. Click Erase.
  5. Once done, unmount and try it on your windows machine. Should work.
Perhaps, it works..because I do it on my hdd and fd... :)
 
Possible variations in the FAT name being selected: Fat, Fat32, Vfat, Exfat
 
If you are going to use EXFAT on anything other than OS X it needs to be formatted as such on a Windows machine. I actually thought this changed somewhat recently but I guess not. Once its formatted as EXFAT on Windows it works equally well on OS X and Windows.
