Video playback issue

Hi, my problem on pc is that whenever I play downloaded video (60 fps) it lags a little bit, but its annoying. when I play games it has no lag or anything like that, I play smoothly. I am searching for solution long time, some say it is grapics card driver issue. I will be grateful for any kind of help, thanks in advance!

When I have that kind of issue, I check for jitter. I use DSLreports (http://www.dslreports.com/tools/pingtest). Compare result to geolocation of your streaming source - then seek correction of your hardware/drivers or ISP help as appropriate.
