Vista Browser problem

I'm working on a friends computer. The computer's problem is that the browser will not connect to the internet. After I took it and started to work it seems that the browser will not accept HTTP. Vista tells me in the network discovery that it's connected to the local area and it says its connected to the internet. I flushed out the DNS and changed it into an open DNS. I can ping websites with no problem. I have disabled all security and added the protocol to the windows firewall, and Windows can still update itself. I even reinstalled the network adapter. So I'm wondering if there is something I'm missing.

1 GB RAM
160 GB Hard drive
AMD Sempron LE-1250
 
Was this eMachine preloaded with Vista? Vista really requires at least 2GB of RAM to function properly
