Vista OS: Internet connection being blocked

Running Windows Vista and I believe there is a program blocking the internet. On both IE and Firefox getting an error page. Ran diagnose connection problem and it says there is no problem. I've already spoken with ISP provider and they could not figure out the problem.
 
Is this a new computer or has it been online before? If been before could have an IP issue likehad a static IP and now need Dynamic

Why do you think this? What happens when you try to access the internet?

On both IE and Firefox getting an error page.

What is the error please?

You need to give us something to work with.
 
It says this for IE:

Internet Explorer cannot display the webpage

Most likely causes:
You are not connected to the internet.
The website is encountering problems.
There might be a typing error in the address.

Firefox:
Unable to connect
Firefox can't establish a connection to the server at www.google.com
The site could be temporarily unavailable or too busy. Try again in a few moments.
If you are unable to load any pages, check your computer's network connection.
If your computer or network is protected,,,,,etc

I think a program is blocking it because it will connect in safe mode with networking.
 
More questions:

1. Is this one particular site? If so, please give me the URL. You show www.google.com in the Firefox message- are you trying to access the Google search?
2. Do you have a firewall? If so, have to checked to see if the site is blocked?
3. If it is ALL sites, please check the Event Viewer for any Error that corresponds to the time of the failed internet access attempt. Errors are time-coded, so check the computer clock when you get this message:

Start> Run> type in eventvwr

Follow the steps for the Vista Event Viewer HERE:

Look in both System and Application logs.
Do this on each the System and the Applications logs:

  • You can ignore Warnings and Information Events.
  • You don't need to include the lines of code in the box below the Description, if any.
  • Please do not copy the entire Event log.

Please give Error for time when you were in Normal Mode attempting to connect.
