Vista upgrade to Win8.1 error

I am attempting to replace a Windows Vista OS with a clean install of Windows 8.1 Pro. With the first boot device set to CD ROM, and the Windows 8.1 Pro DVD in the Optical Drive, I do a restart and hit enter to boot from DVD. I keep getting "Error Code: 0xc00000e9" - I believe it may be a hard drive problem, but I don't know for sure. The machine is a DELL Inspiron 530. Any help would be greatly appreciated.
