Web page blocked error on samsung chromebook

I am desperately need help to connect to the Internet with my chromebook.
I did a factory reset since then I am unable to do use this device. When I power it attempts to update the chrome browser. It's then fails. When I run diagnostic it states dns failed.

The error code is: ERR_BLOCKED_ENROLLMENT_CHECK_PENDING

Pure conjecture: that looks like you need the system to be activated / registered - - but how?

Thanks jobeard but I am clueless as well have no idea how to register/activate
