Website styler is blocked by Cisco Umbrella due to being in Games category...

I've always been able to view your website from work until a few months ago when it all of the sudden showed up as only text. After investigation it is due to the website styler being flagged for being gaming related... I am approved to visit the site however they can only temporarily enable this... Could the styler description somehow be changed or do I have to just keep requesting it be unblocked?

See if you can open this: https://static.techspot.com/css/styles.css or https://www.techspot.com/css/styles.css

What third parties do to control a network is of course out of our control, my only possible suggestion would be to copy/paste the contents of those CSS files and use a browser add-on (if they let you) to include them for this domain name.
 
Try Tor Browser, if fails to connect - pick "tor is censored in my country" and try what it offers to bypass it.
 
This is a typical issue for CDN implementations (aka, offloading common content to edge servers). The CDN is a hosting service shared by many websites. If the IP address is marked (aka classified) as untrustworthy for any trivial reason (like some malicious site's content), then every other content becomes guilty-by-association.

Like Julian suggested, contact your company's network administrator to allow the domain //static.techspot.com/
