Win 2000: html files locked to their _files folder

I'm using Windows 2000 pro SP4. Recently I've found that html files have become locked permanently to their sub-files folder. e.g. if I have a file 'abcd.html' and its files are in a folder 'abcd_files', if I move 'abcd_files', then 'abcd.html' automatically goes with it and vice versa. What is more of a problem is that if I attempt to delete 'abcd_files' then 'abcd.html' is also deleted!

I'm fairly sure it is an operating system problem. I've checked in Windows Explorer, as well as xplorer2 ( which is what I normally use as my file manager) and it occurs in both. It applies to files created locally as well as downloaded pages.This has definitely only started in the last week or so.
 
VERY strange!! I've just checked my 2 back-up machines, also running Win 2000 pro, and both show exactly the same behaviour, so obviously it must be normal. I've been using this machine for over a year now, and I have never noticed this 'problem', though I am sure I have carried out the same process several times of re-arranging web-pages which is currently causing difficulties.

There is a work-around which will enable me to achieve what I am trying to do, but is there any way I can switch off this html-file/folder link?
