I'm using Windows 2000 pro SP4. Recently I've found that html files have become locked permanently to their sub-files folder. e.g. if I have a file 'abcd.html' and its files are in a folder 'abcd_files', if I move 'abcd_files', then 'abcd.html' automatically goes with it and vice versa. What is more of a problem is that if I attempt to delete 'abcd_files' then 'abcd.html' is also deleted!
I'm fairly sure it is an operating system problem. I've checked in Windows Explorer, as well as xplorer2 ( which is what I normally use as my file manager) and it occurs in both. It applies to files created locally as well as downloaded pages. This has definitely only started in the last week or so.
