Win. 7 10+ minutes to boot

I am running Wndows 7 Ultimate 64-Bit.. Recently my computer started booting extremely slow.. It will stay on the "Starting Windows" screen for at least 10 minutes, if not more.. This is a new issue, the computer would boot just fine up until a few months ago. I have formatted all drives and reinstalled Windows, and the issue persists.

Any ideas?

If you haven't done so try a hard drive diagnostic.

I ran both an error check and memory diagnostic with no improvement.. Any other utilities to try? I'll try installing w7 on another drive to see if it's just that HDD, as well
