Windows 7 colored static screen after booting

Guys,really need help I was booting my laptop when suddenly the thing popped up after the manufacturer logo
Like the screen when there is an emergency broadcast.
So sorry guys,, Im using mobile because of that thing thats why I dont have minidump.
