Windows Stuck in out of range

As soon as power on my pc my screen says "OUT OF RANGE". I did not change my resolution or refresh rate. The last thing I did befire this was change msconfig to boot in safe mode and restarted. When it turned on, I waited for it to load but it just said out of range. Ive tried pressing f8 on startup and power of while loading (although I can't see the loading screen). Please help!!
